Rules & Regulations

Putting on an event of this magnitude means a lot of hard work and dedication to keeping everyone safe. We're not clowning around and take this responsibility very seriously. Let's all do our part to put on a fun, creative, inclusive, and SAFE show for our community.

  1. All units must have a designated Krewe Captain who is at least 21 years of age.

  2. Krewe Captains and their drivers must attend the Safety Meeting.

  3. Krewe Captains must sign the Waiver of Liability on behalf of their krewe.

  4. Krewe Captains are responsible for informing their Krewe members/parade participants/volunteers about the safety regulations provided at the Safety Meeting. By participating in the parade, all Krewe members/parade participants/volunteers agree to abide by such safety regulations.

  5. Krewe Captains must submit the following prior to entering the Staging Area as required by unit type: a) photocopy of your pulling/support vehicle’s insurance; b) photocopy of the driver’s license of the person driving; c) any registration balance owed; d) signed Waiver of Liability.

  6. Krewe Captains must check in with a parade official upon arrival in the Staging Area on parade day.

  1. The Staging Area is located on St. Phillip Street and opens at 2pm. The parade begins at 4pm.

  2. All krewes must enter from South Boulevard by the Pastime Restaurant.

  3. Your parade sign will be given to you upon entry to the Staging Area and must be clearly displayed.

  4. BRPD will direct all traffic. The staging area is busy with a lot of foot traffic. BRPD is there to keep everyone safe. Please do exactly what they say, and when they say it, to assist them in their efforts.

  5. Floats and motorized vehicles should line up on the right. Marching groups and their support vehicles should line up on the left. Be sure to leave plenty of space between groups to allow for any necessary movement.

  6. Parade participants should not park in the Pastime, 13th Gate, or Brickyard South parking lot or enter these establishments unless they are paying customers. Portable restrooms are available in the Staging Area and George’s Place is open.

  7. Krewe Captains must check in with a parade official upon arrival in the Staging Area on parade day. This is for safety reasons as well as to receive your parade signs.
  1. Minors age 5 (five) and under are not allowed on floats or in open trailers. They can, however, be pulled in wagons or pushed in strollers by a parent or guardian, walk/dance in a walking or dancing group, or ride in the pulling/support vehicle.

  2. For every 10 minors over the age of 5 (five) in any unit type, there must be at least 1 (one) adult chaperone.

  3. Every child age 5 (five) and under must be accompanied by a parent or legal guardian.

  4. Minors of all ages are allowed in pulling or support vehicles, however, all standard car seat and seatbelt laws must be obeyed.

  1. The participation of any animals in the parade must be separately approved by the 10/31 Consortium Board of Directors. Submit your request by sending an email to Fifolet@1031Consortium.com, ATTN: Parade Captain.

  2. All owners/handlers of approved animals must provide their own insurance covering the animals and list 10/31 Consortium and the Fifolet Halloween Festival as an additional insured.

  1. There must be another adult with a valid driver’s license in the front passenger seat of the pulling/support vehicle in addition to the driver.

  2. Driving under the influence of drugs and/or alcohol is strictly forbidden. Violators of this law will be reported to BRPD.

  3. Four (4) walkers are mandatory for large and super floats. 

  4. Two (2) walkers are mandatory for small and medium floats. 

  5. No handing throws off the side of the float, trailer, or vehicle. All throws must be tossed to the side, not in front or behind. This is to keep people from getting too close to the moving vehicles.

  6. No inflatable devices allowed.

  7. Throws should be light-weight but still heavy enough to be thrown about 10-20 feet. Throws should not be too heavy, hard, or sharp as that poses greater risk of injury. Miniature pumpkins or gourds are ok and encouraged. All candy must be individually wrapped. Halloween trinkets and toys are a wonderful addition. Mardi Gras style beads are not allowed.

  8. All seat belt and car seat laws must be followed at all times in the pulling/support vehicles.

  9. The use of illegal drugs is forbidden. Alcohol is neither provided nor condoned for krewes.
  1. No profanity in music or written on floats – there are lots of kids in the crowd.

  2. No vulgar costumes, decorations, or dance movements – again, please think of the kids.

  3. All units must be decorated in a Halloween theme or according to the festival theme.

  4. All participants must be in costume or uniform.

  5. Political satire is discouraged – we want everyone to feel welcome!
  1. Judges will watch the Halloween Parade in the Arts Market, located on the Levee Green between the USS Kidd and the Louisiana Arts and Science Museum.

  2. Judges will inform parade officials of the winners immediately following the parade.

  3. Winners will receive awards at the Awards Brunch. Krewe Captains, guests, and children are encouraged to attend. All are welcome to join us as we celebrate our festival success and also recover from it.

  4. Categories: Best Float Decor, Best Dance Troupe, Best Dance Team, Best Theme Representation, Best Throws, Most Fun, Scariest, Best Music, and Best Sucking up to the Judges (located in the Fifolet Market).

  1. No refunds will be issued for any reason.

  2. In the event that the Halloween Parade is rescheduled by the organizers or by the City of Baton Rouge for any reason, your registration fees will apply to the rescheduled date.

  3. In the event you can no longer fulfill your obligation to participate, all funds collected will be considered a donation to 10/31 Consortium, which is a 501c3 non-profit organization and therefore all donations are tax-deductible.

  4. The Halloween Parade rolls rain or shine.

Anyone not in compliance with these rules is subject to immediate removal from the parade and may be prohibited from future participation with no registration fees returned.
