About 10/31 Consortium
Community Courage Creativity
10/31 Consortium is a Louisiana nonprofit organization dedicated to strengthening communities, inspiring creativity, and creating opportunities for children and families through the power of Halloween. Since 2010, we have brought people together through charitable programs, volunteer service, community outreach, and the Fifolet Halloween Festival. What began as a small group of Halloween enthusiasts has grown into a year-round organization that serves families, develops young leaders, recognizes community excellence, and produces one of Louisiana's most unique Halloween celebrations.
Our work is guided by three core values:

Community
We believe Halloween has the power to bring neighbors together, strengthen relationships, and create lasting memories.

Courage
We encourage people of all ages to step forward, serve others, embrace creativity, and make a difference in their communities.

Creativity
Halloween inspires imagination unlike any other holiday. We celebrate creativity as a tool for connection, self-expression, and community building.
What We Do
Our signature annual celebration features a pub crawl, evening Halloween parade, and costume ball that bring thousands of people together each year.
Our membership community of volunteers, supporters, artists, makers, and Halloween enthusiasts who help make our mission possible.
From free costume distribution and hospital outreach to youth leadership development and neighborhood revitalization, our programs help ensure that everyone has the opportunity to experience the joy of Halloween.
We proudly recognize individuals whose leadership, service, and creativity make our community stronger.
Halloween with a Heart
More than a Krewe
At 10/31 Consortium, our philosophy of service through the fun and creativity of Halloween has provided a source of hope for our community since 2010.
We understand that many parents, guardians, and caregivers need assistance building positive and lasting memories for the children they love so dearly. We also understand that Halloween, while often ranked as a favorite holiday for children, is consistently overlooked as a time of giving. 10/31 Consortium is actively closing that gap and shining a light on the charitable giving opportunities that Halloween provides.
10/31 Consortium is a volunteer-based organization and krewe; all who serve do so because they have a heart for children and a love of Halloween. We are a creative, caring, and fun group of people who enjoy this unique way of giving back.
10/31 Consortium isn’t just a Halloween krewe.
Our purpose goes much deeper and the relationships we build are strengthened through our joint vision of community, courage, and creativity.
10/31 Consortium is a 501c3 non-profit organization committed to serving our community through the fun and creativity of Halloween traditions and folklore.
We believe that community events, such as Trick or Treat, help to strengthen neighborhoods. We believe that children can be our greatest models of courage. We believe that Halloween is a time of creativity, self-expression and imagination brought to life through vivid artistry.
1. It is our goal to revitalize the neighborhood tradition of Trick or Treat.
2. It is our goal to provide comfort and support to children when they must be their most courageous selves.
3. It is our goal to provide outlets for the community to express its Halloween creativity.
1. To assist and guide neighborhoods with Trick or Treat efforts by providing Halloween costumes, candy, and other resources.
2. To provide fun and encouraging Halloween gifts for hospitalized children.
3. To provide Halloween themed events for our members and the community.
The 10/31 Consortium Krewe is a kid-friendly Halloween parade krewe which hosts events for the entire family as well as events for adults only. Varying membership levels make membership accessible for anyone age 21+ who has a love of Halloween and a heart for children.
Brought to you by the charitable Halloween krewe, 10/31 Consortium, the Fifolet Halloween Festival is a treasure trove of Halloween celebration each fall in Baton Rouge, Louisiana. This multi-day festival, with origins starting in 2010, boasts a wide variety of events including a costume ball, pub crawl, 5k, arts market, parade and awards brunch.
